Women's Transformational Leadership In The Labyrinth Of Bureaucracy: A Case Study Of Career Development In Mimika District-Central Papua

Abstract

This study aims to explore women's transformational leadership in the context of career development in the bureaucratic environment of the Mimika Regency Government, Central Papua Province. This issue is relevant in the framework of the Sustainable Development Goals (SDGs), specifically SDGs 5 on Gender Equality. With a qualitative-descriptive approach, this study examines the experiences of four Heads of Women's Services through in-depth interviews, observations, and document studies. The results of the study show that women's career development in Mimika faces various challenges, including cultural bias and structural barriers. However, supporting factors were also found in the form of human capital (education and training), social support and professional networks. These findings lead to an "adaptive-contextual" model consisting of three phases: idealistic-collective, pragmatic-relational, and transformational contribution. This model emphasizes the importance of local context-based strategies and the role of institutions in creating an inclusive and gender-equitable career development system.
